OK, explain arrest referral schemes to me. Basically, they are schemes that enable someone who is arrested to have access to drug treatment services at the earliest opportunity. In some form or other they've been around since the 1980s, but back in the day it might just have meant that a policeman would give chummy a leaflet and leave him to get on with it. Nowadays the schemes are partnerships run by the police, local drug agencies and drug action teams whereby a referral worker - a specialist drug worker - visits the custody suite and works out with the person who has been arrested what kind of treatment or support they might need.
