Some of the points made by the select committee seem to stem from its self-perceived duty to keep a rein on the executive, while ministerial answers can adopt a slightly hurt tone of "why do you suspect us?". Typical of this is the committee's query about why, if the new children's commissioner is so strong and independent, there should be a duty to consult the Education Secretary before launching an investigation. "Oh, that," runs the gist of the Government's reply. "He can initiate his own inquiries - we just like him to tell us so we can offer any help he needs."
