In its report into Every Child Matters, the Education and Skills Select Committee said that although the reforms are admirable, it doubts they can be paid for with existing budgets.
The committee said it has particular concerns about workforce development, and urges the Government to review its position of not giving a specific entitlement to training. It suggests that a central fund be set up to help local authorities pay for training, and to make it clear that workforce reform is a priority.
Barry Sheerman, chairman of the committee and Labour MP for Huddersfield, said: "Joint training is crucially important ... yet this is expected to be funded locally in the main and this may be difficult where there are other pressures on budgets."
