We've had a compact since 1998, haven't we? Yes, we have. One kind of spin doctor might say these new plans are designed to build on success.

Another might say this is an attempt to put right what was wrong last time.

OK, so remind us what it's all about.

The compact is an attempt to regulate the relations between the public sector and the voluntary and community sector by laying down principles for fair dealing that can maximise the contribution of organisations across a very wide spectrum. The 1998 compact was welcomed, but has proved patchy in implementation. The new Compact Plus will simplify it and make it more widely understood and implemented.
