NCB Now: Comment - Sector expertise can strengthen fund plans

This month saw the close of the Department for Education and Skills consultation on the rationalisation of grant funding from the Children, Young People and Families Directorate to voluntary organisations.

The consultation proposed that several of the grant programmesadministered by the directorate be integrated into a single strategicfunding stream from April 2006, distributing 45m a year.

Applications to the stream must be linked to the Every Child Mattersoutcomes, ensuring voluntary organisations play a co-ordinated part inimplementing the Change for Children agenda. Applicants must alsodemonstrate ability to contribute to the voluntary sector, by providinginfrastructure, building capacity, and leading innovation. This is allgood and necessary.

Meanwhile, the active community unit within the Home Office isconsulting on a strategic funding review for the wider voluntary andcommunity sector.

Although also looking at strengthening capacity and infrastructure, thissecond consultation is only considering one of its programmes - thestrategic funding programme which distributes just 5m a year. Thestreams that could be used to really make a difference - Futurebuilders,with 58m to spend in 2005/06, and ChangeUp with 42m in2005/06, are not up for review.
