The Guide to Preparing Play Strategies, which is aimed at local authorities, was produced by London Play on behalf of the mayor. Livingstone wants the guide to help make London a "child-friendly city" by encouraging the development of better facilities for young people.
Mick Conway, policy officer at London Play, said: "Places to go and more after-school activities are always a top request from children and young people in consultations. The guide will sit just beneath the statutory London Plan strategy for planning departments."
The guide highlights several barriers to play for young people, including fear of bullying, traffic, a lack of choice or access, and run-down environments.
