In June 2001, the Government promised the lottery money before commissioning a review by Frank Dobson. But in an interview with Playtoday, the Children's Play Council's newsletter, Morris said part of the approach of the new Big Lottery Fund was that "there will no longer be pots of money ringfenced for particular activities".
Paul Ennals, chief executive of the National Children's Bureau, said it was "crucial" to ensure the 200m went to play.
A spokesman from the Department for Culture, Media and Sport said the money would be distributed "over time".
