It reports that the Labour Party appears to be going back on its election promise in 2001 to earmark 200m for the next round of the New Opportunities Fund to create 2,000 new children's safe play areas.
Commenting on the Big Lottery Fund, arts minister Estelle Morris is quoted as saying that "applications will be considered against high level outcomes", while Department of Culture officials confirmed there will be no dedicated play fund.
The Council, which is based at NCB, has asked how funding will be assured if it is not ringfenced.
