The council consulted its member organisations on the policy developments they would like to see in five areas: education and skills, governance, health, quality of life and the law.
The council recommended replacing the three-tier national minimum wage with a two-tier system, which does not depend on age, but experience. It also suggested mandatory pupil-led school councils; a more supportive antisocial behaviour agenda; increased funding for vocational learning and the lowering of the voting age to 16.
The document will inform the party's youth policies next year.
