The "Deter, Detect, Decide" tags will have anti-theft messages similar to the anti-smoking messages that appear on cigarette packets.
The tags will be fitted to CDs, and possibly clothes hangers, in the Wolverhampton Mander Centre. The young people are part of the Prudential 4 Youth programme, a partnership between Crime Concern and Prudential, which aims to tackle antisocial behaviour in shopping centres and other places.
David Brook, project manager for young people at the shopping centre, said: "There are two important messages: on a practical level, the tags will deter opportunist theft, but it will show young people taking the lead and that they are not horrible. Young people have been perceived as the cause of trouble and not as tackling trouble."
