The materials, which are designed to equip young people with the skills they need to help shape public services, are part of Ready Steady Change, a set of guides that have been developed by the Children's Rights Alliance for England.
More than 40 other organisations helped the alliance develop the materials over the past 12 months, funded by a 300,000 grant from the Department for Education and Skills (DfES).
The package includes two training handbooks: one to help children and young people under the age of 17 get involved in decision-making, the other to train adults on involving young people in decision-making.
