Plans for a children and young people's advisory board for England, which looks set to comprise 25 people aged 11 to 19, have been put out to tender.
But Sue Owen, director of the NCB's early childhood unit, said it was vital younger children were not left out.
The organisation is looking for settings "with a listening culture" that could help canvass the opinions of pre-school children through a variety of consultation methods designed specifically for the very young.
