Groups aged 11 to 18 in Gloucestershire, London, Sheffield and Aston, working with creative consultancy Brainchild, were consulted initially.
Barnaby Girling, creative consultant at Brainchild, said: "Young people decided a help-line service was the best approach. Incentives and citizen- ship classes will be used to help promote the project."
Stuart Dickenson, customer-focused programme manager at the DfES, said: "Young people have the right to complain, enquire, make suggestions or reply to the department." An annual report on the progress of government departments' plans to involve young people is expected this year.
