The site, which was soft-launched in December 2003, has the support of 13 government departments. Described as a "First Stop Shop" for information for 13- to 19-year-olds, it was backed by the education department to the tune of 297,000. It is part of Prime Minister Tony Blair's plans to have full e-Government by 2005.
The cross-government project has worked closely with the UK Youth Parliament and the Cabinet Office-based Office of the e-Envoy. Two thousand young people from around England were consulted about the subject matter, style, design and branding of the web site.
Nineteen young people were paid 15 in high-street vouchers for their in-depth user testing and now eight young people are working as a constant network support group on the site's content and vision.
