Opinion: Letter - A world-class workforce

The Children's Workforce Strategy is a unique and positive opportunity to build a world-class workforce, but such a big change must be based on realistic targets and adequate resources so that key partners can bring about effective change in culture, structures and processes.

However, several points in the strategy should be given furtherconsideration.

Firstly, funding, pay and conditions remain key issues. A world-classearly years service can only be achieved with significantinvestment.

The Local Transformation Fund is to be welcomed, although additionalfunding will be needed. The fund should only be invested in workforcereform at the local level and should be used to resource activities setout in local children and young people's plans.

The Children's Workforce Development Council also supports thedevelopment of a different kind of professional role, which can developservices around the user and ensure a focus on prevention and earlyintervention. The council's board also believes the word "pedagogue" isunhelpful but is happy to lead a debate on the new professional. Thisdebate and its conclusion will be a key building block as we develop thesingle qualification framework.
