Sometimes you want it to be a certain way. If I were in charge of the weather, I would have 12 people from each country, who would help decide the weather for their country.
These 12 people could have more helpers if they wanted. They would have a main office, probably, I think, in the capital city of their country.
Members of the public could write to the people in charge and ask things like: "I would like it to be sunny on my birthday" and say whey they live.
If two people living on the same street wanted different sorts of weather - like a heatwave and snow - I would give each of them what they wanted just for their garden.
