To avoid arguments I would sell all scooters and bicycles at a reasonable price. All cars and buses would be forbidden.
Anyone caught riding a car or bus would have to pay a charge of 10.
Fire engines, the police, doctors and ambulances would be the only people allowed to drive cars around the city.
If you couldn't ride a bicycle or a scooter, I would pay people to give lessons.
Congestion charges would only be paid by the people who rode scooters.
I would reduce the daily congestion charge from 5 to 2.50.
Anybody that had one or more children would be able to use trams. Disabled people or those over 60 years old may also use the trams.
