Improvements suggested by the inspectors include boosting links with Connexions at the local level and the promotion of xl clubs for young people with learning and behavioural difficulties.

Separately, the trust has also published its xl End of Year Evaluation, which includes a range of statistics about the network, such as its regional coverage. Club members were asked to rate on a scale of zero to four whether their skills had improved as a result of their participation (see graph).

Ninety-three per cent of xl members said they would recommend the programme to others. The report concludes: "xl was considered to be beneficial to young people, both in terms of skill development and improved job prospects."
