The inquiry, which will take the form of an online questionnaire, is aimed at feeding views into the commissioner's three-year plan for 2008 to 2011.
The survey will be used to create a draft set of priorities for the commissioner, as well as help create the corporate plan, both of which will go out for consultation in November.
