Proposals to be contained in a consultation on public administration, which is due out in December, will include education and library boards handing over control of Northern Ireland's 26 youth services to local councils. The review, which launched in 2002, is also considering plans ultimately to reduce the number of district councils to just seven.
Tom Frawley, chairman of the panel behind the review, outlined the position at YouthNet's annual general meeting last week. He said: "The key groups that will be affected are education and library boards, and local government."
Gerry Devine, head of youth service for the Western Education and Library Board, said the proposed changes could increase the influence of party politics on youth provision.
