Northern Ireland: System overhaul leads to revamp of youth service

Statutory youth services will be housed in an Education Authority Board, created from a merger of the five education and library boards that currently oversee them. A director of children's services will co-ordinate joined-up work for children under the new board. Youth policy and strategy will come out of the Department of Education, with funding linked to targets.

In addition, 26 district councils will be amalgamated into seven district councils that will work with new District Youth Networks to deliver youth services.

The changes are outlined in the Review of Public Administration, launched last week, which has been in consultation for two years. Education minister Angela Smith announced initial details of the plans, which will also mean an overhaul of education legislation, to be carried out by April 2008.
