Staff carried out a Quality Assurance Inspection in 2001 then invited Northern Ireland's Education and Training Inspectorate to carry out an evaluation.
In the two years since, local young people and board staff have reaped the rewards of an improved service, according to youth officer Pat Morgan.
The board, one of Northern Ireland's five education and library boards, analysed the effectiveness of its services , including its administration procedures.
Morgan said: "The process helped the team analyse their work in a clear and analytical manner. There's now no fear of the inspectorate. The process has helped us set benchmarks."
Jim McCartney, who was one of 13 full-time youth workers to contribute to the inspection, said: "We are now able to do the job we are trained to do. The evaluation has encouraged the idea of self-reflective practice."
