Announcing the move, Michael McGimpsey, minister for health, social services and public safety, said he was committed to improving mental health services for young people, including more preventive work.
Last year's Bamford Review found about 20 per cent of under-18s could have mental health problems. McGimpsey said that the new board of experts will work to implement the review and that the board replaces earlier plans to appoint a mental health and learning disabilities director.
Patricia Lewsley, Northern Ireland's Commissioner for Children and Young People, called on the assembly to make sure the board listens to young people.
