Five pilot areas have been announced to test out the best methods of implementing the rise in the participation age for education and training from 16 to 18. Ross Watson reports.

The government has announced five pilot areas to trial its plans to raise the participation age for education and training from 16 to 18 by 2015.

The compulsory participation age will be raised from 16 to 17 in 2013 and to 18 in 2015, as part of the Education and Skills Act 2008. The minister for 14 to 19 reform Iain Wright claims the pilots will be a valuable "learning experience" for both ministers and local authorities.

"Raising the participation age is so important that it cannot fail, so it's important we pilot our methods to find out what the barriers are so we can overcome them before 2013," he says.
