The Neighbourhood Play Toolkit has been designed for local groups andplay services to help them overcome problems in developing playareas.
"When asked about ways of improving a neighbourhood it is surprising howmany people say they need more and better places for their children toplay," said Issy Cole-Hamilton, policy and research officer at thecouncil. "Most people know play is not only one of the most enjoyablethings children do - it is also essential for physical and emotionalgrowth and intellectual development.
"Despite its importance, however, many children lack access tohigh-quality, safe play opportunities, while many adults feeloverwhelmed by the task of trying to develop them.
