This document aims to start discussion and development of the theory and practice of commissioning, which balances administration and finance with parenting and child care objectives.
Commissioning is at the very heart of providing effective social care for both children and adults. It is the process by which local authorities decide how to spend their money to get the best possible services for local people.
However, often there is a polarisation of commissioners and providers, and as yet there is no shared language. In this paper, NCERCC asks whether one reason for this might be the lack of an adequate theory base for practice.
