Ennals was speaking at a Health Service Journal conference on 28 January on improving children's services.
"Many trusts are anxious about the possibility of yet another restructure but they should not allow that anxiety to hold them back," he said.
"Joining up does not necessarily mean structural change. There are many alternatives for working together, such as joint commissioning or the co-location of services."
Ennals is a member of the Children's Task Force at the Department of Health and also of the strategy group for the Children's National Service Framework.
NCB will be launching a network for primary care trusts at a meeting in London on 24 February. The network will enable trusts to share ideas and get their views across to the Government.
