The coalition was formed by Spirit Level Films, which has produced The Fear Factory - a documentary exploring levels and public perceptions of youth crime.
The Fear Factory finds that crime rates in the UK have fallen over the past 10 years, while the perceived threat of youth crime has risen, along with the numbers of children and young people imprisoned for petty crime. It calls for an end to sensationalist media coverage of youth crime and fresh thinking on the treatment of youth offenders and young people at risk of offending.
