NCB Now: Comment -- A tough new year will test children's services

As we begin the new year, the real challenges begin. We have all known that budget reductions would start to bite on services, but mostly up to now the reductions have been more predicted than real.

From 1 January, though, every local authority in England is consulting on which posts will go from 1 April. Ministers are expecting every local authority to begin to share their central services including, their management posts, finance and HR functions, while also looking to combine frontline services. Cuts will be especially severe in the poorer authorities, and in frontline services.

Voluntary organisations are expecting something similar. Rapid reductions in government funding will lead to reductions and closures, while local authority funding to voluntary organisations will also be under severe pressure. Government policy is for local authorities to commission more of their services from charities - but at a time of budget reductions, many authorities want to avoid long-term contracts. So far we have not seen many charity initiatives to share central teams and merge back-room services - but these will surely come before April.
