Children's social services will be merged with education services. All children's services - including most health services - will be commissioned jointly through Children's Trusts. New safeguarding boards will be established, with stronger powers than the current ACPCs. And an independent Children's Commissioner will cast a watchful eye over how everything looks from the child's perspective.
The Government has sought to balance two competing viewpoints. On the one hand, the conviction of many that the confused patchwork of children's services must change, and fast. On the other hand, the recognition that every area is different, that one model cannot possibly fit everywhere and that imposed change from above rarely brings improvement.
