THE SITUATION

Saif is 10 and moved to England from Iraq. He used to live with his birth father and brothers but they have all since returned to Iraq. He now lives with another Iraqi family who are permanent residents here. He calls the two adults in the family aunty and uncle.

Saif is doing really well in school and seems settled. But a neighbour who has children that attend the same school as Saif contacts both the school and children's services with concerns about Saif's living arrangements. She claims there are numerous people coming and going from the house where he lives and there seem to be five or six unrelated children living there.
