Local area agreements: Adults' needs are put before play

Children's play is being ignored as councils focus on improving parks and open spaces for adults, a Play England survey revealed last week.

The survey examined the third group of councils to develop local areaagreements. It found that only 10 of the 60 agreements tied localauthorities into making improvements to play services. But 42 includedindicators on improving parks and open spaces from an adultperspective.

Lisa Davies, Play England's policy officer, said play was being heldback since it did not feature as part of the Green Flag Award, whichencourages authorities to improve parks. "We need to be looking atextending park awards to specifically focus on children's play spaces,"she said.

Davies said Play England is planning to contact its regional managers tolobby local authorities directly in the run up to local area agreementsbecoming compulsory for councils in 2008.
