The board last week published its Youth Libraries' Offer, a statement outlining what services libraries should offer to young people in England and Wales. It hopes the offer will challenge libraries to look more closely at the services they provide to young people.
The statement says young people have a right to free, safe and welcoming spaces plus informal learning support, which libraries should provide.
Libraries should also provide a place where young people can develop citizenship skills.
