From 1 April Ofsted has introduced guidance, which says if we find a serious weakness placing children at risk of inadequate protection and of significant harm, it will be unlikely the council's children's services as a whole could be judged as other than performing poorly.
We have been discussing this with The Association of Directors of Children's Services since before Christmas at various meetings. The guidance will be applied to all inspections completed since the 2009 children's services ratings were published. It is not true we are "moving the goalposts". We are making sure the performance of all councils in the ratings that will be published in December 2010 is judged on exactly the same basis.
