Safeguarding changes put to test

Around 10 councils are set to pilot controversial changes to safeguarding inspections.

The pilots will take place next month, just weeks before the new inspection process the Comprehensive Area Assessment (CAA) is rolled out across England.

The Association of Directors of Children's Services (ADCS) is now in talks with Ofsted surrounding the pilots.

Around five councils will test unannounced annual visits of safeguarding procedures, which were called for following the Baby P scandal in Haringey and will be part of the CAA.

The scheme will test out whether a short notice period can be given and the length of time it takes for inspectors to publish the report. The bureaucratic burden of the visits, which is a long-standing concern of the Local Government Association and ADCS, will also be explored.
