It is important to evaluate the effectiveness of particular programmes within Sure Start to ensure that resources are used efficiently, but I would not support wide ranging cuts in the service.

Let schools do commissioning
We are seeing that school improvement is not about local authorities trading their services, but about allowing schools to commission the improvement services they need themselves (CYP Now 7-13 September). That may lead to a market in school provision, but it is not the motivating factor -- quality is.
Underneath all the rhetoric is the fact that schools' needs may vary considerably. Giving them the skills to commission such support means they have a better chance of improving pupil outcomes more quickly.
