The targeted youth support reforms are not a short-term initiative. We are creating a system of early intervention instead of one that responds only after problems have escalated, but this is not going to be achieved overnight.
The reforms represent a comprehensive system change, linking early intervention with common assessment to deliver effective and well co-ordinated support.
The evaluation highlighted that where the policy has been introduced as intended, there had been a significant improvement to the provision of support. We know that there is more to do and are committed to working with local areas to develop and improve their new arrangements.
