Prime Minister Gordon Brown's announcement of a new Department for Children, Schools and Families signals a welcome bringing together of the key aspects of policy affecting children and families (Children Now, 4-10 July).

To some extent the functions of the new department were already coveredby the former Department for Education and Skills, following arestructure in response to Every Child Matters.

But the formation of the new department makes explicit the holisticapproach set out in Every Child Matters. It reflects the emphasis placedon building services around the child and family rather than on theservice provider. This is a welcome change.

It provides a helpful national context for local authorities and betterreflects the reorganisation that local authorities have made at locallevel as they continue to work with their partners to implement a moreintegrated approach to the needs of children and families in theirareas.
