David Hawker, outgoing director of children's services at Brighton &Hove City Council, said when a complaint about a member of NHS staff ismade and there is more than one sector involved, such as health, socialcare and education, there needs to be a decision over which agency willdeal with the complaint.
He said under current regulations the relevant NHS trust chief executivewill sign off complaints.
"That doesn't make any sense if the staff are seconded in an integratedservice," he said. The council has written to the Department of Healthasking for further discussion.
Meanwhile, Hawker has been appointed deputy chief executive ofWestminster Council.
