Joint area reviews: Councils criticised over child safety

Two councils have received critical joint area reviews for failing to ensure the safety of many of the most vulnerable children in their areas.

Ofsted this week released the findings of reviews carried out at eightcouncils. While most received praise for offering good or at leastadequate services, Devon County Council and Peterborough City Councilwere labelled as "inadequate" on children's safety.

Devon's report said: "Those at the greatest risk of abuse and neglect donot always get the protection they need." It added that thresholds foraccess to social services have been set too high and are applied"inconsistently".

High thresholds were also a concern for inspectors in Peterborough aswere "delays in referring and investigating child welfare concerns, andinconsistent quality of assessment and care management". Inspectors alsofound that a significant proportion of case files were"unsatisfactory".
