John Warmisham spoke after a review of Salford published last week criticised the service. Inspectors branded it "an example of low expenditure and inadequate service".
Warmisham said Salford had spent an extra 170,000 on outreach youth work and the team had endured six months without a principal youth officer.
Bristol, Brent and Trafford's reviews were also published last week.
Bristol's youth service inspection report, published alongside its review, upgraded the youth service from unsatisfactory to adequate.
Inspectors said outcomes for most young people were good in Brent and Trafford. Brent was praised for tackling teenage pregnancies and for establishing a youth parliament.
