Last year three of the first eight authorities inspected in the first block of the Joint Area Review inspections complained about the findings. Now two authorities from the second block, which covered four areas, have also complained.
Windsor and Maidenhead, and Doncaster are contesting the findings, but would not reveal the nature of their complaints.
A spokeswoman for the Office for Standards in Education (Ofsted) said: "We don't regard the invoking of the complaints procedure as a failure."
Last week, Ofsted published the reviews of Calderdale and Stoke-on-Trent, two authorities that contested findings from the first block of inspections, and Hillingdon and Stockport, which were inspected in the second block. Stockport was rated good; the others were adequate.
