The inspectors identified weak leadership, a lack of involvement of young people, and a failure to collect data. They noted that action has been taken to improve the service, but said it is too early to see if this has been successful.
The report on Haringey is one of seven youth inspection reports published yesterday. Doncaster was rated as outstanding, while Barnet, Devon, North Somerset, Rotherham, and Windsor and Maidenhead, were all rated good or adequate.
A follow-up report of a monitoring visit to Swindon Youth Service, which was rated unsatisfactory following an inspection in March 2005, found limited progress has been made, but further action is required.
