Placement stability for looked-after children in Cambridgeshire has improved markedly in the past five years, with the latest statistics showing 4.2 per cent had three or more placements during the year compared with 12.3 per cent in 2006.

Elaine Petch, head of children's social care at the council, says placement stability has always been important for the authority and improvements have been down to a number of changes.

One key change was shifting the responsibility for carrying out needs assessments from social workers to a looked-after children team.
