In 2006, Peterborough was some way behind the national average for the percentage of its care leavers aged 19 in education, employment or training.
With the figure standing at just 39.3 per cent in 2006, in the words of Michelle O'Connor, the authority's leaving care team manager: "We couldn't really get any worse."
By focusing on what factors can help encourage young people to continue in education, employment or training, the department has achieved a significant rise in this area with the support of the looked-after children education team and Connexions. In 2009, 65.4 per cent of its care leavers aged 19 went into education, employment or training.
