They seek to reduce the risk that home education can be used as a cover for child abuse or neglect, and ensure that home-educated children receive the education they are entitled to.
Proposals include the introduction of a register of home-educated children in each local authority, which gives authorities the power to forbid the home education of children where there are safeguarding concerns. There is also a requirement for local authorities to interview home-educated children and visit education premises to ensure that suitable education is being provided and the children are safe. The consultation results will be published in 2010.
