The system must enable local authorities to make sure that all children are receiving a full-time education, which matches their abilities and needs. Effective procedures must also be in place to deal with any local authority concerns about the safety, welfare or education of children educated at home.
The reviewed system will back the government's commitment to all children achieving the five Every Child Matters outcomes: to be healthy, stay safe, enjoy and achieve, make a positive contribution and achieve economic wellbeing.
The review will incorporate the views and experiences of families that educate at home, local authorities and other organisations that deal with home education.
