As the inspector of the NHS in England and Wales, the commission wanted feedback from children and young people that would help it set standards and develop methodology for the inspection of children's services.
Now it hopes the database, called Children's Voices, will also be used by people who design or deliver services for children and young people, including NHS trusts.
Liz Fradd, the commission's director of nursing and lead for the children's programme, said: "It is something people can use to get information for all sorts of purposes - for the development of their own service, for research or for a business case."
