Children Now has learned that the plan says: "We have a statutory duty to pay particular attention in everything that we do in children's rights and welfare, including the promotion of children's rights under the Human Rights Act. We will be eager to play a key role in responding to the Government's green paper Every Child Matters."
The organisation replaces the Commission for Health Improvement and the National Care Standards Commission.
It will also take over the Audit Commission's role in national studies of efficiency, effectiveness and economy of healthcare. And it is expected to take over the functions of the Mental Health Act Commission.
