A spokesman from Brighton and Hove City Primary Care Trust said: "The City Health Partnership has decided that supporting children through early years interventions is to be a key health improvement strategy, addressing areas of concern such as high rates of accidents in the under-fives and infant deaths, reducing smoking among expectant mothers and other lifestyle targets."
